Abstract Presented is the reasonability foundation case for application of different types of mobile radio communication for the purpose of people warning about emergency situations considering that people have a mass access to such communication facilities. The definition is given for requirements and features of mobile communication used as emergency warning means as well as means of possible broadcasting related to sampled territorial locality of warning zone, out-of-band message-transmission rate and content. The assessment is made in relation to the implementation facilities for a.m. requirements and specific features of mobile land communications realized on basis of cellular communication systems as well as of multipoint radio paging systems. Definition is also given in regard to the arrangement of broadcast data channels for cellular communications systems of 2G-, 3G-generation. The data are cited in regard to overall estimation of transmission rates for SMS address- and broadcast SMS-transfer. Characterization is given related to the problem features of such data transfer in 2G-systems. Determined are signal structures of practical importance and also rate and linkage of broadcast message transfer of radio paging systems. Specified is the reliability enhancement method for transceiving of radio paging signals containing messages. Defined are principles of reliability estimation in regard to emergency messages delivery by the destination recipients.
