Abstract The idea of work is to provide management of a weakly-structured project as a design system of high-tech object and its resource in the form of professional competence by adapting their structure and properties to the demand characteristics of the design object. For this purpose, the classification of projects by indicators was carried out and their management resources were investigated, including posing of poorly structured high-tech project and solving the problem of system synthesis management of a given class of admissible resources, taking their values in the positive area belonging to the lower boundary of the Pareto set, built on the basis of solving of multiobjective optimization problem. The synthesis of professional competences is conducted with cluster analysis. The algorithm of object fragmentation including selection quality and elements which are initial centers is considered. The nearest center of cluster is defined for each element. The initial center is the element attracted definite center. The centroid of cluster is calculated, the center of cluster removes in the centroid. In conclusion the distance between elements into clusters is minimized. The break of algorithm is when the border of clusters and location of centroids do not alter.
