Abstract The problem of construction of life cycle support system model under multi-version event development and instruments for implementation is considered. The adaptive model including three components such as structural model of controlled system, scenary probabilistic model of surroundings and controlling system model and allowing solving the problems of sophisticated social technical system synthesis, behavior forecasting, management under variable situations is suggested. It is pointed out that the system projected based on this model is flexible and allows solve the problems of forecasting transfer from one state to another with initialization of external parameters, management the system with selected controlling system, management external environment for conversion in action improving system performance, research environment parameters in different situations, synthesis effective controlled system.The genetic algorithm with dynamic genetic operator selection into the group solving the problem of optimal control action selection is suggested as a central instrument under prior forming objective function based on analysis external action, parameters of internal action and risks.
