Abstract The article describes the procedure for constructing the learning environment, tailored to professional competence, as finding an effective set of solutions of multiobjective optimization problem. The criteria for the synthesis of the model adopted by the capitalization of education and the value of knowledge. Practical implementation carried out in a virtual environment that enables the connection matrix of competencies and disciplines to form blocks of training and retraining of specialists in the field of management in engineering and technology. Learning environment is open, adaptable and can be supplemented with new modules and used to generate new training programs.
