Abstract Opportunities of the pilotless aviation complex application for monitoring natural and technogenic accidents, the control of atmosphere pollution, forest fires, conditions of crops, patrolling gas- and oil pipelines, protection of big territories from hail, storm high waters and increase of precipitation in droughty regions are considered. The structure of the complex, its description, basic characteristics of PLA, its onboard equipment by a control system, monitoring and weather modification, devices of PLA start, the scheme and application technology are resulted.
