Abstract The model of designing the professional competence, including the characteristics of professional competence and instruments, size of investment funds, time of forming the competence, possible number of graduate student and real number of graduate student, prime cost and price, profit was proposed. The procedure of forming the model and the algorithm of professional competence based on high-tech project indicators was considered. The indicators in this project was inner process management, quality management, work coordination of systems analysts and programmer, simulation and optimization of business process, resource management, risk management, schedule management, project management. The problem on synthesis of professional competence for effective high-tech project management was solved using cluster analysis of adapting the educational milieu on the training course “Systems analysis and management”.
