Abstract The regional ecological safety system should start from creating local systems over a particular territory to control any natural object and its aggregate, having an effect on the environmental conditions. Solving the wastewater biogenic disposal problem, its relevance and level, implies the attention to a biogenic element limiting the hydrologic system eutrophication. Nitrogen or phosphorus turns to be the most typical elements. Thus, the goal of research is to define the role of nitrogen and phosphorus in the eutrophication. The literature data analysis on the longterm nutrient changes and inter-relations in the Gulf of Taganrog, the Azov Sea was held for the purpose; as well as experimental studies of the contrastive roles of nitrogen and phosphorus within the eutrophication were done involving the developed trophicity regression model. An average annual concentration of nitrates, ammonium ion, phosphates, water temperature, degree of salinity and pH were specified as eutrophication indicators. The element limiting the Gulf eutrophication today is define and, theoretically and experimentally-confirmed.
