Abstract Treating the problem of the dynamically developing economy and social welfare growth in Russia, it should be born in mind that the state of economy and social welfare does not necessarily determine the level of people’s rights protection. The question arises: is the State able to provide its citizens with the appropriate level of the standard of living? The question is linked to forming the Russian Federation a state based on the rule of law. The people’s rights realization mechanism is based on the RF Constitution. But the work of the mechanism should be provided with real economic and political resources. Yet the Constitutional contains certain debatable items as far as question discussed is concerned. E.g. clause 2 of the RF Constitution claims the human rights to be of top value, but there are constitutions in the item presented. Clause 12 defines the status of the local government which is a constituent of the federal of government. The writer of the article views various approaches to solving the emphasized problems taking into consideration other scholars research work.
