Abstract The paper considers the problem of decision-making modeling for controlling of dynamic subsystems in complex organizational systems. The way of finding of transitions among etalon situations in the multilevel difficult systems, based on comparison of fuzzy intervals is offered. The system is described by the fuzzy situational network. There are considered two ways of factors description in etalon situations that are define transitions between etalon situations. Those ways are description by means of fuzzy numbers and by means of fuzzy intervals. Decisions for known problems of search of decisions in a fuzzy hierarchical control system are defined and resulted.
