Abstract The paper considers the control of power in the Institute of Modern Russia in the context of the search for adequate responses to the challenges of corruption. The author explores the theoretical foundations of corrupt and non-corrupt models, determines the content of anti-corruption policy, based on the theoretical and historical analysis. In the work focuses on those criteria distinguishing control and supervisory authorities. In recent decades, many countries have set up special bodies and selec-ratsya (appointed) special officers to monitor compliance with human rights. In contrast to the prosecution they have control and are investigating in terms of not only the law, but also the effectiveness, feasibility, bona vestnosti and justice. The author also identifies a set of basic principles of organization and operation of the control power.
