Abstract The problems оf design and implementation of simulation models in the development of operational plans of water distribution in irrigation systems (IS) when regulating by estimated volume increment are described. It is shown that to justify the applicability of this method of dispatching management the numerical study of flows in channels is required. Simulation of flows in Miusskaya IS (Rostov region) channels based on one-dimensional Sen-Venan equations is done. Numerical study of flows made it possible to justify the assumptions made in the operational management of water distribution by selected method and to define the acceptable range for this management regimes.
