Abstract The article provides a synthesis procedure and optimal strategy for the design of a project control sociotechnological system satisfying particular properties. For the project realization it means choosing the resource which needs to be used in the design for achieving effective solutions based on such properties as: quality, cost, time and complexity. The formulation of the multicriterion optimization problem and an example of solving such problem for the low complexity degree project are provided. A mathematical model which determines indirection between program execution time and cost has been developed. This model allows to find an efficient recourse management aimed at cost minimization with a particular project duration.
