Abstract The creation of the surveillance system in Arctic is very important for the country as said in the documents of highest government level. Because the territory of Russia can be attacked from under the Arctic ices the main role in the surveillance system in Arctic must play the underwater surveillance system (USS). The work contains the network-сentric approach to creation of the USS. The sense of the approach is to integrate in one system with vertical and horizontal links the sources of the information, decision and executive units. The problems of the USS creation are named. The system elements and operation are discussed. The new class of the ship – the underwater surveillance ship is declared. This ship can in a short time observe the region up to 20 thousands square kilometers and can help to create and train the the network-сentric USS.
