Abstract An approach to the development of Information Systems based on principles metadising and metamodeling. It is proposed to introduce an additional level of abstraction in the formation of social and technical development environment to include the creation of the Information Systems experts and users. It is proposed conceptual development framework, using the domain metamodels and information system that combines the stages of analysis, design and development. The implementation of metamodels by a software platform, whose components are elements of the metamodel and the functioning of the system is given by the domain model. The model reflection organized on the level of metamodels elements.
